Build Your Tech Team in Egypt: We Handle the Employment
Startups in Saudi Arabia and the UAE hire skilled Egyptian engineers through Josour, without opening a local entity or dealing with payroll rules they've never had to touch before.

The Problem
Hiring engineers in Riyadh or Dubai is expensive and slow
Every growing startup hits the same wall.
Local Salaries Keep Climbing
There simply aren't enough engineers in Saudi Arabia and the UAE to match demand, so salaries for every open role keep going up.
Opening a Foreign Entity Is Overkill
Registering a legal entity in another country just to hire a handful of engineers can take months and cost far more than the hires themselves.
Freelance Platforms Don't Scale
Freelancers are fine for a quick task, but a real product team needs people who show up every day and stick around, and freelance platforms don't give you any legal footing for that.
The Solution
What an Employer of Record Actually Does
Josour is a registered entity in Egypt. We become the legal employer of the engineer you choose, handling the contract, payroll, taxes, and social insurance under Egyptian labor law. You manage their day-to-day work just like anyone else on your team.
How It Works
From role to hired, in four steps
- 1
Define the Role
Tell us the role, seniority, and budget - or bring a candidate you've already found.
- 2
We Source or Vet
Josour sources and screens candidates from Egypt's engineering talent pool, or vets your own candidate.
- 3
We Become the Employer
Josour issues the employment contract and handles payroll, tax, and compliance in Egypt.
- 4
You Manage the Work
Your new hire works only for you, in your tools, on your schedule. Day to day, it just feels like a normal hire.
Why Egypt
A deep talent pool, right next door
Real Cost Savings
Engineering salaries in Egypt run well below what the same role costs in Saudi Arabia or the UAE, and the skill level isn't any lower.
Same Time Zone, Same Working Day
Egypt sits one hour behind the Gulf - real-time overlap for stand-ups, reviews, and collaboration, with no awkward async handoffs.
A Large, Experienced Talent Pool
Cairo and Alexandria have a real tech scene at this point, full of engineers who've already worked with international and Gulf-based teams.

FAQ
Common Questions About EOR in Egypt
What is an Employer of Record (EOR)?
It's a licensed local entity that hires someone on your behalf in a country where you don't have your own registered company. The EOR takes care of the contract, payroll, taxes, and legal compliance. You direct the person's day-to-day work like they're already on your team, because they are.
Is it legal to hire through an EOR in Egypt?
Yes. Josour is a registered Egyptian company, and we employ staff under Egyptian labor law on behalf of our clients, payroll, taxes, and social insurance included. You don't need your own legal entity in Egypt to hire here.
How is EOR different from outsourcing or a staffing agency?
A staffing agency places contractors on a project and moves on to the next one. An EOR is different: it's the long-term legal employer behind someone who works only for you, reports to you, and feels like an in-house hire day to day. Josour just handles the paperwork behind that relationship.
How long does onboarding take?
Once you've picked a candidate, we can get contracts and onboarding done in days. Registering your own entity in Egypt would take months instead.
What roles can I hire through Josour's EOR service?
Mostly software engineering roles: frontend, backend, full-stack, and mobile developers, DevOps and security engineers, QA, data engineers, designers, and product managers. The EOR structure isn't limited to tech, though. It works for most professional roles.
